A graduate of Boston University, attended Suffolk University Law School, started his career as a Federal vehicular fatality investigator, then as an Auxiliary Officer for Newton, MA, a Special Officer for Framingham, MA, and investigator for the Massachusetts Registry of Motor Vehicles, fatality project. Moved to Florida in 1972 and graduated 1st at the Police Academy out of 82 cadets. Has served as a Reserve Officer for: Florida Highway Patrol (Sgt.), and was an Advisor to the Director on policy and procedures, sworn by the Orange County Sheriff's Office for 28 years, Seminole County Sheriff's Office, was Assistant Chief, Ponce Inlet, FL, and is currently a Sgt. With the Holly Hill, FL police Department in charge of its Reserve program. He is an active member of many state, national and international police organizations, and holds the designation of being a Florida Certified Investigator.

Harold began his volunteer law enforcement career as an Auxiliary Police Constable with the Ontario Provincial Police in 1996 and has served in various roles including Unit Commander, Regional Sergeant Major, and Inspector; and is currently assigned as an Auxiliary Constable to the Highway Safety Division. Harold is responsible for managing and directing Corporate Security and Investigations for one of North America's leading financial processing services providers, supporting major banks and retail and telecommunications companies in Canada and the U.S. Harold is also responsible for managing protection services for the Province of Ontario's Emergency Medical Assistance Team (EMAT). Board Certified in Security Management as a CPP by the American Society for Industrial Security (ASIS) and a Certified Financial Crimes Investigator with the International Association of Financial Crimes Investigators (IAFCI). Harold was named Financial Institution Investigator of the Year in 2008 by the Central Canada Chapter of the IAFCI. Harold holds membership in good standing with ASIS, ACFE, IAFCI, IACP, CACP, and TAPPS. Harold is also a member and liaison officer with the Banking Crime Prevention and Investigative Office (BCPIO) of the Canadian Bankers Association.

Martin John Ashburn MBE
Retired Chief Officer – Suffolk Special Constabulary, UK
Martin joined Suffolk Specials in 1972, serving initially in Newmarket, and then in the East of the county before moving to Headquarters as Assistant Commandant, and subsequent promotion to Chief Officer. Martin retired in 2009 after 37 years of service. Besides the responsibility for the 360 members of the Special Constabulary, he was heavily involved in Regional and National projects and organising conferences. To mark his contribution and services to the police, he received the honour of becoming a Member of the British Empire in 2001, which was presented at Buckingham Palace by HRH Prince of Wales.
Having trained in agriculture he has been a farm manager, before working as an advisor on all matters of plant nutrition, fertiliser use, irrigation and farm management. A Fellow of the Institute of Agricultural Management, he is also actively involved in many agriculture related organisations.
Married, with a family of two adult children and two grandchildren, one branch of the family lives in California, whilst the other spends time in Colorado and New Zealand. The whole family shares a passion for skiing, and has a second home in the Rocky Mountains, where extended winter and summer holidays can be spent.

A former Deputy Sheriff for Randall County, Texas and former police officer and graduate of the Amarillo Police Department’s Police Academy, Amarillo, Texas; Carolyn joined the Royal Cayman Islands Police Band in 1994. Encouraged by the officers in the band, she joined the Special Constabulary in 1996. She has served the RCIPS and the community with thousands of hours of volunteer work and now holds the rank of Assistant Commandant. In 2009, she was awarded “The Colonial Special Constabulary Medal.” Carolyn is also a Director of the Cayman Carnival/Batabano, the Branch Contact of the International Wine & Food Society, and President of the Cayman Islands Humane Society.

Began LE career with the City of St. Petersburg (FL) PD in 1962. Has served as a Deputy Sheriff, State Trooper and elected Sheriff and Chief Law Enforcement Officer of 700 square mile Leon County, Florida encompassing the state capital of Tallahassee. Currently maintains a Sworn, Active Deputy Sheriffs Commission with the Leon County Sheriffs Office. Provides full-time private consulting position providing training, litigation consulting, and agency consulting nationally. Has been retained to provide litigation support as an expert in police, corrections and/or private security policy, procedures, training and supervision for both the defense and plaintiffs in all 50 states, Guam, Puerto Rico and the District of Columbia, as well as in Canada and Australia.
